ABORIGINAL TEEN KEPT IN SOLITARY CONFINEMENT

Victorian lawyers and the Child Safety Commissioner have raised serious concerns about a 16-year-old Aboriginal boy who was held in solitary confinement at one of the state's adult jails.
The teen spent nearly four months in solitary confinement at the Charlotte maximum security unit inside Port Phillip Prison while under the protection of the Department of Human Services (DHS).
Legal experts now want to know how many other juveniles are inside adult jails.
The Charlotte unit is described as a jail within a jail - it is the highest security section inside Port Phillip Prison.
Former drug squad detective Paul Dale and underworld figure Mick Gatto have served time there.
The 16-year-old Aboriginal boy was incarcerated there from July until last week while under a child protection order from the DHS.
The teenager spent 22 hours a day in solitary confinement. The other two hours of the day were spent handcuffed in an exercise yard.
Director of the Law Institute of Victoria, Michael Holcroft, is highly critical of the case.
"It's a form of torture. It's the same sort of thing that happened to David Hicks in Guantanamo Bay," he said.
Tiffany Overall from justice group Youth Law has been trying unsuccessfully to find out how many more young people have been held in solitary confinement at adult jails.
"It is not acceptable for a 16-year-old to be in the adult prison system and to be in the adult prison system in solitary confinement. Someone should be accountable," she said.
Youth Diversion Roundtable
The teenager was moved to the adult prison after he and a number of other youths tried to escape from the Parkville Juvenile Justice Centre in July.
It is alleged he attacked a guard, cutting his neck with a knife.
The Youth Parole Board then approved the teen's transfer to Port Phillip Prison, where he was placed in the Charlotte unit.
Two others, both aged 17, were also transferred to solitary confinement within the adult prison.
"Even if someone was a violent person, there has to be a better way of dealing with this than locking them up in solitary confinement in an adult prison for four or five months," Mr Holcroft said.
The ABC's program has learnt the case was raised at a Youth Diversion Roundtable on September 19, which was attended by three Victorian Government ministers.
Corrections Minister, Andrew McIntosh, Community Services Minister, Mary Wooldridge and Attorney-General, Robert Clark.
People who attended that meeting have confirmed that serious concerns were raised about the boy's welfare.
However, the 16-year-old remained in solitary confinement at the jail for another month.
Mr Holcroft said the case may breach human rights protections.
"The Human Rights Charter says children should not be kept with adult prisoners, although there is an exception there if it's not feasible otherwise. I'm sure there were other alternatives here," he said.
"It's extremely distressing that such a young person would be kept in solitary confinement for a period of months receiving, I presume, no rehab or support."
The Child Safety Commissioner, Bernie Geary, became aware of the case earlier this month and visited the 16-year-old in the Charlotte unit.
'Abhorrent detention'
Victoria's Shadow Attorney-General Martin Pakula says the Government must explain what has gone wrong with the system.Â
"As a minister, if you're made aware of a serious problem, your responsibility is to act immediately," Mr Pakula said.Â
"I understand there was an escape attempt but the solution to that surely is not to put young people into the adult prison system."
The Victorian Aboriginal Legal Service said it has serious concerns that a child under the protection of the DHS was jailed in such a way.
7.30 Victoria has obtained an email sent from the Aboriginal Legal Service two weeks ago to the director of youth justice within the Department of Human Services, the Child Safety Commissioner and the Department of Community Development.
In the email, the legal service describes the case as "the abhorrent detention of 16/17 year olds in adult prisons ... under ... draconian conditions ... this in our view breaches both the Victorian Charter (of Human Rights) and CROC (the United Nations Convention of the Rights of the Child)."
One week after the email was sent, the 16-year-old was released back into youth detention to the Malmsbury Juvenile Justice Centre.
7.30 Victoria understands the two 17-year-olds have been moved out of solitary confinement but remain at Port Phillip Prison.
The Law Institute wants the case investigated.
"I think we need to know firstly how many young offenders, how many juveniles are being held in adult prisons, how prevalent this is," Mr Holcroft said.
"I certainly hope not very, and then someone needs to look at this particular case and find out what went wrong.
"I'm sure the Department of Corrections has that material but it's not something they're likely to share very freely... it's probably embarrassing."
7.30 Victoria asked Premier Ted Baillieu, along with Ms Wooldridge, Mr McIntosh and Mr Clark to appear on the program to comment on the case, but all declined.
In a statement, Mr Clark said while he attended the September 19 meeting, he left before the case of the 16-year-old was raised.

PRIME Minister Julia Gillard has condemned a violent demonstration over an anti-Islam film in Sydney's CBD.
Eight people were arrested at the demonstration, the latest in a spate of protests at US embassies and consulates in the Middle East, Africa, Britain and elsewhere over a film that ridicules Prophet Mohammed.
Ms Gillard said violent protest was unacceptable.
"Violent protest is never acceptable - not today, not ever," she said in a statement on Saturday,
NSW Premier Barry O'Farrell condemned the violent protests and promised that those responsible would be punished.
"This is completely unacceptable behaviour," Mr O'Farrell told AAP.
"Those responsible should expect to face full legal consequences for their irresponsible and unwarranted actions."

Hundreds clash at Islam film protest

Police have used pepper spray on protesters after a demonstration against an anti-Islam video turned violent in Sydney's CBD.


Opposition Leader Tony Abbott echoed the premier's comments telling Seven News: "Violence is never, never acceptable. Yes people have a right to peaceful protest but the kind of violence we saw in Sydney today was completely, utterly, absolutely, unacceptable.
"People who were responsible for it (the violence) should be held to account and people who have broken the law must be prosecuted."

Police allege that protestors threw a number of glass bottles and other missiles at police during the incident in Martin Place, forcing officers to deploy OC spray in an attempt to subdue and disperse the crowd.
Six police officers were injured as a result of the incident.
Two protesters were taken to hospital for treatment after sustaining dog bites and 17 other people were treated at the scene for the effects of OC spray.
Police arrested eight people in relation to the incident. They will be charged with a range of offences including affray, assault police, and resist arrest.

City Central Local Area Commander, Superintendent Mark Walton condemned the actions of protest organisers and the crowd.
"In NSW there is a right to peaceful protest - a right to express our view - but there are rules to follow," Supt Walton said.
"This group did not advise police of their plans, there was little or no organisation or control of what they were doing, and their actions were disgraceful."
The protest - which follows riots around the world - started at about midday when about 100 people - including women and babies - gathered at Town Hall, marched through Hyde Park and along to Phillip Street, chanting, "Down, down USA" for almost three hours.

As protesters started to leave Hyde Park towards St James station, riot police with batons and shields were waiting for them at the park exit. Protesters began throwing sticks and bottles at the police.
Sydney Riot police, mounted police and uniformed officers pursued protesters down William Street towards Kings Cross as one protester was seen throwing a milk crate at a police car.
The already splintered crowd then broke up further, running through the back streets of Darlinghurst.
A small group collected in a side street, where they were cornered by police who told them to leave the area in separate directions, in groups of three or four.

A NSW Ambulance Service spokeswoman said 13 crews were on the scene at Hyde Park.
Paramedics were treating people for minor injuries and "decontamination", she said.

Protest organisers - who used social media to corral the protesters to Town Hall - said the aim of the demonstration was designed to be peaceful.
They stopped to pray and knelt on the ground in between speeches and protest chants.
An organiser, who asked to be identified as Sam, told the Sunday Telegraph that the rally was intended to be peaceful.

"If someone attacked any religion - if Jesus was attacked tomorrow, we would be back here," he said.
When asked whether the protest had been authorised through council, Sam confirmed that it hadn't because the group was unfamiliar with the rules surrounding demonstrations.

He said police had been respectful towards the protesters and described the instances of violence, which saw at least one officer injured, as regrettable.
The mob had been whipped up into a frenzy when a man began yelling at the crowd, screaming: "Shame on you for using religion to advocate for murder."
The protesters then turned on the man and attacked him with water bottles before rushing towards him.

One man attempted to punch him, however police intervened.

Protesters, including children, held signs saying, "Behead all those who insult the prophet" and "Obama Obama, we love Osama", and threw objects from construction sites and water bottles at police officers.
Police responded by spraying capsicum spray into the crowd.
Speaking to those gathered, one protester said: "The person who made this video, we want him held responsible.



"And we send a message to the guard pigs (police) ... we want our brothers back."Several CBD streets, including the intersection of Martin Place and Castlereagh, parts of George Street and Market Street were shut down while protestors moved through the city, causing traffic chaos.
Some bus services were delayed and diverted, but services are now returning to normal. Motorists are warned to expect some delays.

The video Innocence of Muslims was produced in the US but has been condemned by US Secretary of State, Hilary Clinton, who said the film had nothing to do with the government, and it emerged the clip was a trailer for a movie that did not exist.Witnesses have captured photos of the protest on Twitter, which has been trending with the hashtag #sydneyriot today. Some photos show children holding signs saying: "Behead those that insult the prophet".

Sydney protest turns ugly in CBD

Marchers have injured police in an unauthorised protest in the CBD after they descended on the US consulate in the wake of anti-American sentiment over an 'insulting' anti-Islamic film portraying the prophet Muhammad as a womaniser and paedophile.

'CONSTANTLY INCREASING COMMON GROUND': HU'S SPEECH TO AUSTRALIAN PARLIAMENT

This is the transcript of the Address to a Joint Sitting of the Australian Parliament by the President of China, Hu Jintao.


Hu Jintao, President of China The Honourable Neil Andrew, Speaker of the House of Representatives, the Honourable Paul Calvert, President of the Senate, the Honourable Prime Minister John Howard, distinguished members of the federal parliament of Australia, Ladies and Gentlemen: I am delighted to meet with you today, and address such a distinguished audience at the Australian parliament building.
Let me begin by expressing, on behalf of the Chinese government and people, my best wishes to you and, through you, to the courageous and hard-working Australian people.
Though located in different hemispheres and separated by high seas, the people of China and Australia enjoy a friendly exchange that dates back centuries.
The Chinese people have all along cherished amicable feelings about the Australian people.
Back in the 1420s, the expeditionary fleets of China's Ming Dynasty reached Australian shores.
For centuries, the Chinese sailed across vast seas and settled down in what they called Southern Land, or today's Australia.
They brought Chinese culture to this land and lived harmoniously with the local people, contributing their proud share to Australia's economy, society and its thriving pluralistic culture.
More than three decades have passed since China and Australia established diplomatic relations.
The bilateral ties have stood the tests of time and international vicissitudes, and made steady headway.
To consolidate and develop its all-round cooperation with Australia is a key component of China's external relations.
We have always viewed our friendly ties with Australia from a strategic and long-term perspective.
To cultivate deeper and all-round cooperation between the two countries is the common aspiration of the two governments and peoples.
This afternoon, I will have an in-depth exchange of views with Prime Minister Howard on bilateral ties and the regional and international issues of mutual interest.
We will also sign a series of bilateral documents on cooperation.
All this shows that China-Australia cooperation in the various fields is going deeper and broader.
I am convinced that China and Australia will shape a relationship of all-round cooperation that features a high degree of mutual trust, long-term friendship and mutual benefit, a relationship that makes our two peoples both winners.
How should countries go about their relations with one another in this complicated and diverse world?
It is a question that is on the minds of many people.
We are of the view that for a smooth conduct of state-to-state relations and for lasting peace and common prosperity, all countries should act in compliance with the following principles:
First, politically, they should respect each other, seek common ground while putting aside differences and endeavour to expand areas of agreement.
Our world is a diverse place like a rainbow of many colours.
Civilisations, social systems, development models, as different as they may be, should nonetheless respect one another, learning from each other's strong points to make up for one's own weakness amid competition and comparison and achieving common development by seeking common ground while shelving differences.
By mutual respect politically, we mean that the political system and path of political development chosen by the people of each country should be respected.
Democracy is the common pursuit of mankind, and all countries must earnestly protect the democratic rights of the people.
In the past 20 years and more since China embarked on the road of reform and opening up, we have moved steadfastly to promote political restructuring and vigorously build democratic politics under socialism.
While upholding and improving our systems of peoples congresses, multi-party cooperation and political consultation under the leadership of the Communist Party, and regional ethnic autonomy, we have advanced the process of scientific and democratic decision-making and promoted grassroots democracy, protection of citizens' rights and freedoms, and democratic elections, democratic decision-making, democratic management and democratic supervision by the people in the country's political, economic, cultural and social life according to law.
We have stepped up the building of rule of law in China, making sure that there are laws to go by, that the laws must be observed and strictly enforced and that violators must be dealt with.
As a result, the enthusiasm, initiative and creativeness of the Chinese people of all ethnic groups have been galvanised, providing an immense driving force for the country's development.
In future, we will continue to move forward our political restructuring in a vigorous and cautious manner as our national conditions merit, improve our democratic institutions and legal systems and build a socialist political civilisation.
True, China and Australia are different in social systems.
This is the result of different choices made by our people in light of their national conditions, and the two countries' different historical evolution.
As China-Australia relations prove, so long as they understand and treat each other as equals and respect their respective national conditions and circumstances, countries with different social systems may very well become partners of friendly cooperation with constantly increased common ground.
Second, economically, they should complement and benefit one another, deepen their cooperation and achieve common development.
With economic globalisation developing in such depth, no country can expect to achieve economic development without going for effective economic and technological cooperation with other countries and actively participating in international division of labour.
Bringing in capital, knowledge, technology and managerial expertise needed for development at home and in return providing products and know-how with comparative advantages for the development of others - this is how countries achieve common development through mutually beneficial cooperation.
Right now, China has entered into a new stage of building a well-off society in an all-round way and accelerating the socialist modernisation drive.
We are busily engaged in developing a socialist market economy and opening the country still wider to the outside world in more areas and with a higher level of sophistication.
While speeding up strategic economic restructuring, we are vigorously implementing the strategies of revitalising China through science and education, of sustainable development, of the development of the west and of renewal of the old industrial base of north-east China.
China enjoys a vast market, abundant labour, social and political stability and a vibrant momentum for development.
A stronger and more developed China will bring growth opportunities and tangible benefits to other countries in the world.
China and Australia are highly complementary economically.
Blessed with a vast territory and rich resources, Australia boasts of economic and technological successes.
The potential for China-Australia economic cooperation is immense.
Past, present or future, we see Australia as our important economic partner.
China-Australia trade grew rapidly in recent years from $US87 million ($A124.67 million) in the early years of diplomatic relations to $US10.4 billion ($A14.9 billion) in 2002.
China has become Australia's third largest trading partner, the fourth largest export market, and the fastest-growing one.
Australia is China's ninth largest trading partner and the biggest supplier of wool.
Over the years, China has purchased large amounts of iron ore and aluminium oxide from Australia which has such energy and mineral riches.
Last year, the two countries signed a 25-year, $25 billion deal on LNG in Guangdong, thus laying a solid foundation for bilateral energy cooperation.
Also expanding steadily are the bilateral exchanges and cooperation in science and technology, agriculture and animal husbandry.
By June 2003, Australia has invested in accumulative 5,600 projects in China, with a paid-in investment exceeding $US 3.1 billion.
China has invested in 218 projects in Australia with a contractual value of $US450 million.
We are ready to be your long-term and stable cooperation partner dedicated to closer cooperation based on equality and mutual benefit.
The trade and economic framework between China and Australia which will be signed today marks the beginning of a brand new stage of our trade and economic cooperation.
I am convinced that this framework will help steer our bilateral cooperation in economy, trade and other fields to continuous new highs.
Third, culturally, they should step up exchanges and enhance understanding and mutual emulation.
Diversity in the world is a basic characteristic of human society, and also the key condition for a lively and dynamic world as we see today.
The proud history, culture and traditions that make each country different from others are all parts of human civilisation.
Every nation, every culture, must have some strong points of its own, and all should respect one another, draw on each other's strength to make up for its own weakness and strive to achieve common progress.
China has a 5,000-year civilisation, and its people of 56 ethnic groups have worked together to shape the magnificent Chinese culture.
The Chinese culture belongs not only to the Chinese but also to the whole world.
It has flourished not only through mutual emulation and assimilation among its various ethnic groups but also through interactions and mutual learning with the other countries.
With reform, opening up and modernisation drive pressing ahead with full swing, we are all the more eager to draw on the useful achievements of all civilisations.
We stand ready to step up cultural exchanges with the rest of the world in a joint promotion of cultural prosperity.
Cultural pluralism is a distinct feature of Australian society, a feature that embodies ethnic harmony in the country.
Just as the Australian national anthem goes, Australian people have come across the seas.
Cultural exchanges have long served as important bridges of enhanced understanding and deepened friendship between our two peoples.
Last year was the 30th anniversary of diplomatic ties between China and Australia.
While Celebrate Australia 2002 delighted Shanghai citizens, Chinese performing artists had their debut in the famous Sydney Opera House.
In recent years, people-to-people exchanges between China and Australia have grown rapidly with annual visits well over 100,000.
China is now the biggest source country of foreign students in Australia.
We should continue to expand our cultural exchanges, giving fuller play to culture's role as the bridge and bond in the building of friendship between the two countries and two peoples.
Fourth, in security, they should strengthen mutual trust, cooperate on an equal footing and endeavour to maintain peace.
Peace and development remain the dominant theme of our times.
Uncertainties undermining world peace and development are on the increase.
Traditional and non-traditional threats to security are mixed together, rendering some regions unstable and turbulent.
Terrorism attacks from time to time, and cross-boundary crime have become more pronounced.
How to meet these challenges, secure peace and development in the world and create a stable and harmonious homeland for all is a critical question that calls for serious consideration and effective solution.
China advocates a new security concept featuring mutual trust, mutual benefit, equality and cooperation and strives to resolve disputes peacefully through dialogue and cooperation.
We believe in democracy in international relations. The affairs of the world should be handled through consultation on the equal footing by all countries.
Members of international community should reaffirm their commitment to multilateralism and give full scope to the important role of the United Nations and its Security Council in maintaining world peace and security.
China and Australia respect each other's sovereignty and territorial integrity, stick to non-interference in each other's internal affairs and enjoy a growing mutual trust in the security field.
The recent years saw increasing exchanges between the two militaries as evidenced by the annual defence strategic dialogue for six consecutive years and frequent port calls by naval ships of both countries.
China and Australia have shared interests in keeping the South Pacific and Asia-Pacific stable, easing regional tensions and promoting peaceful settlement of hot-spot issues.
We are both against terrorism and hope for stronger counter-terrorism cooperation.
We are both key participants in the ARF and other regional security mechanisms.
China welcomes and supports a constructive Australian role in regional and international affairs.
We on our part will stick to our independent foreign policy of peace, acting forever as a strong defender of world peace and a persistent proponent of common development
We are ready to join Australia and other countries in cultivating a secure and reliable international environment of lasting stability.
Taiwan is an inalienable part of China's territory.
The complete reunification of China at an early date is the common aspiration and firm resolve of the entire Chinese people.
A peaceful solution to the Taiwan question serves the interests of all Chinese people, including our compatriots in Taiwan.
It also serves the common interests of all countries in the region, including Australia.
The greatest threat to peace in the Taiwan Straits is from the splitist activities by the Taiwan independence forces. We are firmly opposed to Taiwan independence.
The Chinese government and people look to Australia for a constructive role in China's peaceful reunification.
There have been frequent exchanges between our two legislatures in recent years.
The Honourable Speaker Andrew and many lawmakers here have visited my country and saw China's changes and progress first hand.
We look forward to receiving more of you in China.
Looking back, I have the gratification of seeing a fruitful past of our relations.
Looking forward, I feel confident in where the relationship is headed.
Let us join hands in writing a more luminous new chapter of China-Australia relationship of all-round cooperation.

'BEARCAT' RECUE VEHICLE UNVEILED IN CAIRNS

The nine-tonne $400,000 vehicle was purchased by the National Counter-Terrorism Committee and is just the second of its kind to be unleashed in Queensland.
It is bullet and blast resistant, has high level four-wheel-drive and off road capability and Far Northern Region Assistant Commissioner Katarina Carroll said it would have a large number of duties in the region.
“The ARV provides us with a host of deployment options including enabling the recovery of injured people, supporting a safe negotiation platform, providing a delivery platform for SERT operatives during high risk operations and moving resources in and out of hazardous situations,” she said.

METGASCO GUILTY OF DUMPING CSG WASTEWATER AT COUNCIL SEWAGE PLANT

Lock the Gate Northern Rivers has received confirmation from the Environment Protection Authority (EPA) that Metgasco have been disposing of wastewater from its coal seam gas exploration activities illegally at the Casino Sewage Treatment Plant (STP) for almost a year.

This wastewater disposal practice represents a violation of both the gas company’s water management plan as well as the Richmond Valley Council’s STP license and both parties have been told by the EPA to stop immediately.

This information is contained in a letter from the EPA to lawyers acting for Lock the Gate Northern Rivers which was received late last week. A copy of the letter is available on request.

“We found out in March that Metgasco may be removing wastewater from their holding ponds to stop them overflowing and raised our concerns with Richmond Valley Council at that time,” said Boudicca Cerese, spokesperson for Lock the Gate Alliance Northern Rivers.

“Council then referred the matter to the EPA who have now confirmed that Metgasco have disposed of more than 1 million litres of CSG wastewater at the Casino sewage plant since March 2011 in breach of conditions for management of the plant.”

“This disposal practice makes it obvious that Metgasco’s holding ponds are unable to contain the volumes of wastewater produced in drilling operations, despite repeated assurances by them that the ponds are sufficient and will not overflow during heavy rainfall events.”

“The whole matter indicates complete disregard by Metgasco of the regulations under which this industry is supposed to operate, an apparent lack of concern for the impacts of their activities on the environment, and an inability to properly manage the operations which they are undertaking”.

“What we are seeing is an abysmal failure of the current system to properly manage this harmful industry, with industry and local council both flouting existing regulations and a state government that is failing in its duty of care by neglecting to monitor and control the industry.”

“We are calling on the state government to suspend all of Metgasco’s CSG operations in the region and fully investigate their activities to ensure that no further unlawful practices are taking place."

“It should not be up to local residents to monitor and report on these companies - that is the role of government and for all their talk about strengthening regulation of the industry, they are currently missing in action on this issue,” she said.

S11: THIS IS WHAT DEMOCRACY LOOKS LIKE 2000

"S11 was the code-name for the protest against the World Economic Forum meeting of 11 September 2000 in Melbourne, Australia. The blockade of the Asia Pacific Summit of the WEF was an amazing event to experience with tens of thousands of people peacefully blockading the Crown Casino beside the Yarra River where the meeting was held. The police erected barricades which greatly assisted the task of blockading the many entrances to the building. Blockading also entailed occupying the three major arterial roads that all pass by the casino complex, including the Crown Casino carpark which was blockaded to prevent any vehicles moving in or out. Some of the delegates, perhaps 50%, were resident in the Crown complex. Most of the delegates who were in other hotels were unable to enter by vehicle. A few were ferried in on police launches and by helicopter to the roof. Attempts were made to get people in to Crown Casino by vehicle in the morning. These were largely unsuccessful, but did precipitate police horse charges and baton charges on blockaders. The atmosphere of the protest was a feeling of determination and of festivity. There were puppets, humorus graffiti, banners and placards, songs, wandering drummers and minstrels. The crowd was equally diverse with trade unionists, environmentalists, social justice activists, high school students, children, pensioners: a strong diversity of people united in opposition to an undemocratic and powerful elite. WAR BEING PREPARED AGAINST CHINA BEHIND THE BACKS OF THE AUSTRALIAN PEOPLE


It has been revealed in the Australian newspaper that the 2009 Defence White Paper “Force 2030” included a secret chapter that planned for Australia to fight alongside the U.S. to enforce a naval blockade of crucial sea lanes and how in return Australia might be faced with retaliatory attacks by China on our ports, mines and strategic targets like the U.S. Pine Gap military base. It also reveals that this potential conflict was the reason that the White Paper committed Australia to purchasing tens of billions of dollars worth of military equipment. This revelation is just the latest that documents how the deepening of our military alliance with the U.S. in a time of increasing militarism in the Asia Pacific poses great dangers to the working classes of not just Australia but indeed the whole region.

The article in the Australian revealed that the purchase of 12 big conventional submarines with missiles, Joint Strike Fighters, air warfare destroyers and giant landing ships was all to prepare for war with China.The article went on:
“The missing chapter focused on Australia's ability to fight an air-sea battle alongside the US against China. The plan was for blockades distant from China but designed to control its sea routes and stop the flow of natural resources on which its industrial engine depended.”
"A major power adversary would be expected to respond to these blockades by mining and attacking ports," the paper said.
"Part of the Defence thinking is that in the event of a conflict with the US, China would attempt to destroy Pine Gap, the US-Australia signals facility near Alice Springs, which is crucial for guiding US military operations in Asia ... the paper envisages a very different world in which Australian naval operations alongside the US in, say, the South China Sea, could lead to direct Chinese attack on Australia ...
"The capability of China to reach out 5000km and touch Australia was a new element of the strategic environment."
It is clear that U.S. and Australian planners are preparing for the ability to cripple China with naval blockades of crucial sea lanes such as the Straits of Malaccas. This provocative strategy is reminiscent of the U.S. blockade of oil to Japan during World War Two which help precipitate the U.S. Japanese conflict in the Pacific.
Since the 2009 White Paper tensions between the U.S. and China have only worsened in the region as the U.S. under Obama has conducted an aggressive “pivot to Australia”. Announced during Obama’s visit to Australia in 2011, Obama declared that the U.S. will now reduce its focus on the Middle East and turn instead to the Asia Pacific. This policy announcement heralded a deepening and increased importance of the 60 year old Australia/U.S. Alliance ANZUS. Marines are now placed permanently in Darwin, the first such permanent basing of U.S. troops in Australia since World War Two. The U.S. is to be granted much greater access to Northern Australian ports which some of which are undergoing upgrading to accommodate U.S. war vessels. The creation of a joint drone spy base on the Australian owned Cocos Island is also in the pipeline.
Wikileaks has revealed how both KimBeazley and Rudd have privately reassured the U.S. that Australia will support them in the event of a war with China.
The overt support for the new U.S. policy of containment of Chinese power in the Asia Pacific from PM Julia Gillard has been much more public. Julia Gillard has also committed Australian forces to Afghanistan effectively indefinitely with the signing of the joint strategic partnership with the Karzai Government and has stated they intend to leave our force in Afghanistan for at “least a decade”. In practice this means our Special Forces will remain in Afghanistan to act as assassination squads for the U.S.A. It should be remembered that it was “protected” U.S. sources such as Mark Arbib that moved to have Rudd replaced in 2010 by Gillard. Again Wikileaks has revealed how the the U.S.A was hostile to Rudd’s attempts to find a diplomatic way of accommodating the rise of Chinese power in the Asia Pacific.
There is much tension within the ruling capitalist elite in Australia on how to best respond to the dilemma created by our securitiy relationship with the U.S. taking us down the path of confict with China who are also are biggest trading partners. However it is clear that all parties wish to keep the extent of the risk of war China essentially a secret from the Australain people.

JUST WHO OWNS AUSTRALIA'S WESTPAC BANK?

One thing is for sure Westpac is not majority owned by Australians. As you will see in the links below at least 50% of the company is owned by foreigners largely hidden in nominee companies.
The company's financials are stored in an image format ensuring that search engines cannot search on the  major shareholders in this banking giant (search engines search on text only).
Amongst its 20 largest shareholders are Rotchschild and Rockefeller interests and the infamous Cede and Co a US$6.1 trillion anonymous fund - blamed for the "controlled" sharemarket crash on Black Monday in October 1987.

Bob Joss:

Westpac is run by an American Bob Joss.
He is a good friend of Jim Wolfensohn who heads up the World Bank which is a supernational development institution making loans to developing countries with a minimum level of creditworthiness. The World Bank raises most of its money in the international financial markets. Over its more than 50 years the World Bank has lent more than $US277 billion to developing countries and economic institutions.

THERE'S no doubt about it, Australia has been good to Bob Joss. Apart from anything else he's $35 million richer after five years at the helm of Westpac.
And Westpac shareholders have done pretty well out of Joss, riding the surging share price all the way to new record. So it was hardly a surprise when Joss decided to renew his contract with Westpac, which was due to expire in January.
The new contract is open-ended. But Joss can be expected to stay at least another three years. For starters, he has to wait that long before he can exercise all of his new package of 2.1 million options.
The market was pleased Joss decided to stay. The bank's share price has surged 19 per cent since the announcement in August versus the broader banking and finance index's 7.8 per cent.
Indeed, Westpac recorded something of a milestone this week when the bank's share price overtook that of its rival and fellow 1980s casualty ANZ for the first time in years.
Coming on top of a record $1.29 billion profit, which was clearly superior to that of its major bank rivals, Joss has every reason to celebrate with more gusto than usual during the holidays.

CITIZENS ELECTORAL COUNCIL DECLARES 'OBAMA MAKES AUSTRALIA A NUCLEAR TARGET'


Julia Gillard is helping Barack Obama paint a target on Australia by establishing a U.S. military base in Darwin in the middle of Obama’s mad drive to attack Iran and Syria and trigger a nuclear world war.
Obama is a British stooge, a carry-on from George Bush but worse, whom the British are using for their imperial strategy of “Balkanising” the Middle East to start WWIII, the way they manipulated the Balkans to spark WWI.
Obama is using drones to murder U.S. citizens; he joined the Brits and French in murdering Libyan head of state Qaddafi; he trumped even Bush’s gross triumphalism on the weekend by playing basketball on the U.S. aircraft carrier USS Carl Vinson that hurriedly buried Osama bin Laden at sea; and he is talking up the bogus threat of Iranian weapons of mass destruction from “evidence” the U.S., Brits and French planted in last week’s International Atomic Energy Agency (IAEA) report, to give a nod and wink to the plan of crazy Israeli Prime Minister Benjamin Netanyahu to hit Iran and Syria with pre-emptive strikes.
Such strikes will force an Iranian counter-strike, followed by a U.S. response on Israel’s behalf, and then a showdown with Russia and China.
In the middle of this, Gillard has ratcheted up Australia’s military cooperation with Obama. She is providing a military base in Darwin, as one aspect of a huge expansion of the U.S. presence in Australia, and will sign the Australia-United States Defence Trade Cooperation Treaty, which heavily focuses on defence matters, to coincide with Obama’s address to both houses of parliament, into which Gillard has introduced the Defence Trade Controls Bill 2011, in order to enact that treaty into Australian law.
Numerous strategic analysts have observed that the decision to establish a U.S. base in Darwin is deliberately provocative to China; the insanity of Australia’s current foreign policy was underscored by the casual commentary from Brian Toohey on the ABC’s Insiders program on 13th November, on what would be required to militarily defeat, and then occupy, China—Australia’s largest trading partner and major source of national income! Toohey observed “we’re signing up to this change in U.S. military doctrine where they’re working out new ways to conduct a war against China … you’ll be sending your troops into the greatest human mincing machine ever seen.”
The Obama-British war drive is currently a runaway train, which is the last thing the American people expected when they voted for Obama in 2008. U.S. statesman and physical economist Lyndon LaRouche issued a statement on 14th November explaining that the reason why the British are using Obama to achieve the insane objective of a nuclear world war, is because the British oligarchy views war as a means to reduce the world’s population, in order to maintain control over the world in the context of the presently unfolding global financial collapse.
In his statement, “To stop World War III, Obama must be removed from office now”, LaRouche warned, “If Barack Obama is not thrown out of office soon, civilization is in mortal danger. The British Monarchy is out to destroy the United States as we know it, and Obama is their puppet instrument for accomplishing exactly that. The overall objective of this London-centered oligarchy is to reduce the world’s present population from the current official level of seven billion to less than one billion.
“That is the issue that can no longer be dodged, if mankind is to survive the coming weeks and months. The present drive for World War III, beginning with the targeting of Iran and Syria, is driven by the British commitment to wipe out more than 80 percent of the human race, just as Prince Philip has demanded on numerous public occasions. Anyone who tries to deny this reality is endangering mankind by their failure to face the truth.
“The British are controlling Obama as their puppet. They are engineering the crisis in Europe to impose dictatorships, and they are behind the wars and threats of global thermonuclear war. They know that their entire trans-Atlantic financial and monetary system is dead. They know that the leading nations of the Asia-Pacific region—Russia, China, India, Japan and the Koreas—are growing, relative to the rapid trans-Atlantic disintegration. This is totally unacceptable from the British standpoint, and so they are using their puppet Obama to prepare for the United States to use nuclear weapons in a global conflict, already set in motion in the new cockpit for war—the Persian Gulf and Eastern Mediterranean region …”
Responding to LaRouche’s statement, Citizens Electoral Council leader Craig Isherwood called for Australians to demand the Gillard government back away from its support for the Obama-British war drive, and return the U.S.-Australian alliance to the principles of national defence and respect for national sovereignty on which the alliance was forged by John Curtin and Franklin Roosevelt in WWII.
“John Curtin broke with British imperial strategy to forge the U.S.-Australia alliance seventy years ago, and save Australia from fascist aggression,” Isherwood said. “It is again time we broke with British strategy, this time to save the world from global genocide.”
